CAROLINA BEACH, N.C. -- In one night, Carolina Beach lost three town leaders.
At Tuesday night's council meeting, the town manager, the mayor and a councilman resigned.
With only a year in the mayor's Office, Ray Rothrock decided to pack it up.
"I do not see how I, as one individual, could accomplish anything in the next thirteen months, attempting to work with the three other council members. Majority rules and they appear to be the majority," said Rothrock.
Rothrock's resignation followed, the town manager's and councilman Lonnie Lashley followed suit.
"It's not the absence of a manager, it's tough to work without a manager, the town can get another manager but my basic reason for resigning was not being able to work with the other three council members," said Rothrock.
One of them being Bob Lewis. He said the domino resignations did take him by surprise.
He didn't talk about the manager because he said that was a personnel matter, but he knew Rothrock was frustrated.
"He feels like what ever he says should go and that's not the way the process works," said Lewis.
The search for a new manager and two new councilmen is on. For the time being, the department heads and Mayor Pro Tem Steve Shuttleworth will take the lead.
"We understand managers come, managers go, what we got is a job to do," said Shuttleworth.
Even with two empty seats on council, the remaining members said resident don't need to worry. They town is still fully operational and moving forward.
"The sun came up this morning, the staff showed up, the senior management people know their jobs, they're caring on forward. Change is never simple for anybody," said Shuttleworth.
To the people that elected Rothrock said, "I wish it had not happened however the way that it happened and with those three council members that are still there I don't think I could accomplish anything."
But those left behind are staying optimistic.
"We're at a tremendous position financially, we are working on a number of infrastructure improvements, it's business as usual," said Lewis.
Former town manager Tim Owens released a statement saying, "Carolina Beach is fortunate to have a great group of employees that will continue to move the Town forward. I value all of the relationships built over the years ..."
Officials called an emergency meeting Wednesday night to select an interim town manager and finalize the resignations.
