Syria accuses rebels of setting fire to oil wells

BEIRUT (AP) ? Heavy shelling in a neighborhood in the northern city of Aleppo sent civilians fleeing for their lives on Sunday, and the state news agency accused rebels trying to topple the government of setting fire to three oil wells.

Syria's civil war has battered the country's infrastructure and torn its social fabric. After more than two years of conflict, neither President Bashar Assad's regime nor the rebels fighting for his ouster appear close to victory.

The Britain-based Syrian Observatory for Human Rights said civilians were vacating the Sheikh Maqsoud neighborhood of Aleppo under heavy shelling by government forces. Rebels took over parts of the neighborhood late last week and were still clashing with Assad's troops who are trying to push them out. The Observatory, which relies on a network of contacts inside Syria, said four people, including two children, were killed in the shelling.

In the east, the state news agency, SANA, said rebels had set fire to three oil wells in the province of Deir al-Zour, causing a daily loss of 4,670 barrels of oil and 52 cubic meters of natural gas. It accused "terrorists," the government's term for rebels, of setting the fires after fighting among themselves about how to divide the oil.

Rebels battling Assad have seized large areas of territory in Syria's oil-rich east, including a number of oil fields. Although they lack the ability to exploit them, their loss represents a setback to the cash-strapped government they are trying to overthrow.

SANA said rebels have burned a total of nine wells in recent months. The three set ablaze on Sunday are the only ones still burning.

Also on Sunday, the government and the opposition blamed each other for killing a group of people found dead near the Lebanese border.

The Observatory said the bodies of 11 people, including eight women, were found near the town of Talkalakh in Homs province. The group said they were killed when government forces stormed the area. But SANA blamed rebels for the "massacre," saying they stormed the area, killed 10 people and looted homes and shops.

In another development, the head of the Syrian opposition's umbrella body said the group's military chief planned to visit Arab countries to solicit military aid. The trip follows a declaration last week by the Arab League that its member nations have a "right" to aid the Syrian opposition. Mouaz al-Khatib, the head of the Syrian National Coalition, told the Qatari daily Al Sharq of Gen. Salim Idris's travel plans, but did not say which countries he would visit.

Syria's conflict began in March 2011 with protests calling for Assad's ouster. It has since become a civil war, with hundreds of independent rebel groups across Syria fighting Assad's forces. The government says the war is an international conspiracy to weaken Syrian being carried out by terrorists on the ground. The U.N. says more than 70,000 people have been killed.

Pope leads Good Friday rite at Rome Colosseum

ROME (Reuters) - Thousands of people holding candles turned out at Rome's Colosseum to see Pope Francis mark the first Good Friday of his pontificate with a traditional "Way of the Cross" procession around the ancient amphitheatre.

Francis, who was elected on March 13, sat under a red canopy on Rome's Palatine Hill as representatives of the faithful from around the world alternated carrying a wooden cross on the day Christians commemorated Jesus's death by crucifixion.

"Sometimes it may seem as though God does not react to evil, as if he is silent," the Argentine pope said, speaking slowly in Italian and in a somber voice at the end of the evening service.

"And yet, God has spoken, he has replied, and his answer is the Cross of Christ: a word which is love, mercy, forgiveness. It is also reveals a judgment, namely that God, in judging us, loves us," he said.

"Christians must respond to evil with good," he said, urging them to beware "the evil that continues to work in us and around us".

The meditations for the 14 "stations of the cross" which commemorate events in the last hours of Jesus's life - from when Pontius Pilate condemned him to death to his burial in a rock tomb - were written by young people from Lebanon.

The wooden cross was passed from one group and person to another - including a person in a wheelchair. Those who carried it came from Italy, India, China, Nigeria, Syria, Lebanon and Brazil.

Several of the meditations, read by actors, referred to conflict in the Middle East and the suffering of its people.

One meditation called the Middle East "a land lacerated by injustice and violence".

Francis praised those Lebanese Christians and Muslims who tried to live together and who, he said, in doing so gave a sign of hope to the world.

Prayers were read out for exploited and abused children, refugees, the homeless and victims of religious intolerance, war, violence, terrorism, poverty, injustice and drug addiction.

There were also prayers against abortion and euthanasia.

Good Friday is the second of four hectic days leading up to Easter Sunday, the most important day in the Christian liturgical calendar.

On Holy Thursday, two young women were among 12 people whose feet the pope washed and kissed at a traditional ceremony in a Rome youth prison, the first time a pontiff has included females in the rite.

After celebrating an Easter eve service, on Easter Sunday he will deliver his first "Urbi et Orbi" (to the city and the world) message in St. Peter's Square.

Vilanova to run 1st Barca practice since return

BARCELONA, Spain (AP) - Barcelona manager Tito Vilanova led his first team practice on Friday since returning from a 10-week medical stay in New York to treat a throat tumor.

Barcelona assistant coach Jordi Roura said that Vilanova would direct the session but that he would not accompany the team to Saturday's Spanish league match at Celta Vigo. Roura says that the club hopes Vilanova can travel with the team to Paris for Tuesday's first-leg Champions League quarterfinal against Paris Saint-Germain.

In Vilanova's absence, the team suffered a pair of painful defeats to archrival Real Madrid, but also pulled off a historic 4-0 win to come back against AC Milan in the Champions League. Roura insisted throughout that he was carrying out Vilanova's orders.

Barcelona leads the Spanish league by 13 points with 10 games to go.

Seven killed in northern Mexican bar shooting

CIUDAD JUAREZ (Reuters) - Seven people were killed when a gunman opened fire in the early hours of Friday in a bar in northern Mexico, which has seen a resurgence in drug-related violence in recent weeks.

The man, armed with an AK-47 assault rifle, killed four men who were clients in the bar in Chihuahua state as well as three women who worked there, said a spokesman for the state attorney general's office.

"It has not been determined whether the attack is connected to drug trafficking, but by the type of weapon involved, it is to be assumed," said spokesman Carlos Gonzalez.

The attack occurred in the city of Chihuahua, the capital of the state that is also home to Ciudad Juarez, considered one of the most violent cities in the world until recently.

The attacker entered the bar with his face covered by a bandana, said the spokesman.

Chihuahua has seen heavy fighting between the local Juarez cartel and the Sinaloa cartel, led by Joaquin "Shorty" Guzman, who is seeking to control the city that is one of the main routes for trafficking drugs into the United States.

In spite of a change of government in December and a new strategy that avoids direct confrontation with the powerful cartels, violence in Mexico has picked up in recent weeks with fighting along the border, in the western state of Michoacan and the tourist destination of Cancun.

Nearly 3,200 people have been killed in drug-related violence during the first three months of President Enrique Pena Nieto's government, according to Mexican government data.

During the government of his predecessor Felipe Calderon (2006-2012), almost 70,000 people died as a result of the drug trade and 27,000 disappeared in one of the most violent periods in Mexico's history.

Prekindergarten program boosts children's skills

Mar. 28, 2013 ? Boston Public Schools' prekindergarten program is substantially improving children's readiness to start kindergarten, according to a new study of more than 2,000 children enrolled there. The program uses research-based curricula and coaching of teachers, is taught primarily by masters-level teachers, and is open to any child regardless of family income.

The study, out of Harvard University, appears in the journal Child Development. Some of the study's findings on the effects of the program are the largest found to date in evaluations of large-scale public prekindergarten programs.

Researchers found that the program substantially improved children's language, literacy, math, executive function (the ability to regulate, control, and manage one's thinking and actions), and emotional development skills citywide. Children in the program were 4 and 5 years old and from racially, linguistically, and socioeconomically diverse backgrounds. While all students who participated benefited, the improvements were especially strong for Latino children.

Preschool has been shown to help prepare children for kindergarten and is an increasing priority among federal, state, and local policymakers. But many preschool programs struggle to attain good instructional quality.

"We can draw several important lessons from our findings about factors that support quality in prekindergarten," notes Christina Weiland, incoming assistant professor at the University of Michigan's School of Education, who was at Harvard when she led the study.

First, the combination of explicit, evidence-based curricula (in language/literacy and math) and in-classroom coaching of teachers as part of professional development likely played a major role in improving student outcomes. Investing in such quality supports for prekindergarten teachers may lead to gains in students' school readiness, the study found.

Second, implementing consistent math, language, and literacy curricula might build children's executive function skills. "Our results suggest that curricula in these areas may also improve such domains as executive functioning, even without directly targeting them," according to Weiland. "Interestingly, research shows that these kinds of skills -- which reflect early brain development, the ability to focus, and behavior -- are critical to children's success down the road."

Third, students in the program also may have benefited from having more mixed-income peers than is typical in most public prekindergarten programs, which are means tested and therefore tend to include mostly low-income students.

"Given the particularly large impacts for Latinos, a group that tends to be underenrolled in preschool programs, efforts to increase the enrollment of Latino children in high-quality prekindergarten programs such as the one studied here may be beneficial," Weiland adds.

Analysis: Clock ticking for man with key to Italy crisis

ROME (Reuters) - The chaos and uncertainty following Italy's parliamentary election last month is compounded by the imminent retirement of the one man who has any chance of solving the crisis, President Giorgio Napolitano.

A wave of support for the populist 5-Star Movement produced an electoral earthquake in the Feb 24-25 poll, shaking the traditional political system to its foundations and creating an enormous headache for the head of state, who combines figurehead functions with the key power of appointing governments.

The outcome has created a perfect impasse, with none of the three biggest parliamentary groups capable of governing alone and fiercely at loggerheads with each other - not just over a ruling coalition, but over who should succeed Napolitano.

Despite cries of alarm from both business bosses and trade unions over an economy drifting deeper into trouble, the parties have been unable to agree on anything and are already into campaign mode for another vote which could come within months.

"There is no time left. We are very close to the end," said employers' leader Giorgio Squinzi, saying businesses were desperate, soaring unemployment was tragic and the euro zone's third largest economy needed a stable, effective government.

At stake are not just Italy's fortunes but, potentially, the wider euro project, as Rome grapples with massive public debts.

If there is a person in Italy capable of solving this puzzle it is Napolitano, a former communist in his late 80s with a long lifetime of political experience who enjoys enormous respect.

He is holding the line against a snap new election, which would probably resolve nothing and could make the situation worse if held under the same, deeply flawed electoral law blamed for much of the present chaos.

But Napolitano's seven-year term ends in mid-May and the divided new parliament must meet by mid-April to elect a successor, raising the prospect that a fragile government appointed by Napolitano will then have to rely almost immediately on a completely different and untried head of state to give the institutional support it will need to stay afloat.

"He might baptize this government but not take it to the altar," political science professor Filippo Andreatta of Bologna University said of Napolitano, who will turn 88 in June.

Because of the dangers of a relative novice trying to supervise a highly complicated political situation, Napolitano is under pressure to extend his term, something he has repeatedly rejected, citing his advancing years. As he put it at the weekend: "At the age of 88, overtime is not permitted."

LEAP IN THE DARK

Yet finding a new president - a process involving a combined vote by both newly elected and fragmented houses of parliament - at a time like this, when Italy desperately needs at least a few months of stability, looks like a leap in the dark:

"There are no readily available people with that authority on the market right now," Andreatta said. "There are people who might become authoritative in time - but time is not what we have."

The presidential ballot is not just an unwelcome extra element of uncertainty, it is an intrinsic part of the crisis itself, with centre-right leader Silvio Berlusconi making his agreement on the new head of state a condition for supporting a government and avoiding another national election.

But Berlusconi, centre-left leader Pier Luigi Bersani and 5-Star leader Beppe Grillo are as divided over who should be the next president as they are over forming a government.

"The presidential election may even exacerbate the crisis," said Professor Gianfranco Pasquino of Johns Hopkins University.

A new vote could in theory come as early as June and although that seems unlikely, nobody is betting on a new government lasting more than a year, even if it can be formed.

Bersani, whose bloc took the largest share of the vote in February but failed to secure enough support to govern alone, is currently trying to garner enough backing from other groups to win a vote of confidence in parliament as prime minister. His chances are slim and his own party leadership is on the line.

Bersani won the election by a whisker, claiming a victor's bonus of seats that gives him firm control of the lower house. But he is short of a majority in the powerful Senate.

His repeated overtures to Grillo have been rebuffed with insults, and Bersani rejects Berlusconi's demands that he instead form a left-right grand coalition with the scandal-tainted media magnate - something many on the left believe would hemorrhage even more of their votes to 5-Star.

Bersani will report back to Napolitano on Thursday, six days after the president asked him to try and form a coalition. He has been seeking passive support from individual members of other parties for a limited reform program so that they would refrain from voting against him in a confidence vote.

If Bersani fails, Napolitano is expected to try to appoint a technocrat-type government like the one he created under the now outgoing prime minister Mario Monti in November 2011, when he replaced Berlusconi as Italy faced a perilous debt crisis.

Ironically, given Napolitano's imminent retirement, such an administration is known as a "president's government" because it relies on the personal authority of the head of state.

The difference from the Monti administration is that Napolitano would not be around to give vital support to the premier, making the survival of such a government uncertain.

Adding to the problems, a technocrat government would itself have to win a confidence vote from a broad right-left alliance like the one that collapsed in December and brought Monti down when Berlusconi withdrew support. Napolitano himself has said setting up another such administration would be tricky.

So far, Bersani has adamantly refused to cut a new deal with Berlusconi, who he says is totally discredited, although this stance risks splitting the centre-left Democratic Party because a portion of its members are more open to such an alliance.

Whatever happens, the presidential election remains a key piece of the jigsaw, with Berlusconi threatening open conflict if Bersani tries to use his greater parliamentary numbers to install another leftist like Napolitano.

On the other hand, some kind of a deal over the presidency might ease negotiations on a government between Bersani and Berlusconi.

FRIENDLY FACE?

The media magnate is widely believed to want a friendly face in Rome's Quirinale Palace, the seat of the presidency, to protect him from his many legal problems, including a current trial on charges of having sex with an underage prostitute.

While Bersani is unlikely to accept Berlusconi's own preferred candidate - thought to be his long-term consigliere, Gianni Letta - he could put forward a figure with independent and moderate credentials to win centre-right support.

Names being mentioned in that context are veteran centre-left politician and former premier Giuliano Amato, current technocrat interior minister Anna Maria Cancellieri and former European commissioner Emma Bonino - raising the prospect of Italy getting its first woman head of state.

Despite the appearance of an inexorable march toward another parliamentary election, that would be in the interests of few in Italy, with the possible exception of the buoyant Grillo, and there are technical problems with holding a very early new vote.

Neither politicians nor the electorate want a campaign in the summer; most parties have an interest both in changing the electoral law to something less dysfunctional that may also undermine Grillo and in passing other popular reforms, including a cut in a hated housing tax, before going back to the voters.

"A return to the polls with the existing electoral system would resolve nothing," said Bersani's deputy Enrico Letta.

The collapse of negotiations to form a government and the calling of new elections could also finally disturb financial market investors, who have so far been relatively sanguine about Italy, despite the fact that it represents a much greater existential threat to the euro zone than the Cyprus crisis.

"I believe investors have not singled Italy out yet because even we Italians are puzzled about what exactly is going on," said Bologna University's Andreatta. "But as soon as it comes out that Italy has very slim chances of a strong government then I think there may be a problem."

Google Play Movies llega a México

Google has pushed the button and made Google Play Movies live in Mexico. Users south of the border can now rent or purchase select movies, and view them on their Android devices or on the web. Last week we saw the launch of Google Play Books in Mexico, and we're glad to see Google able to provide their content services to more and more countries. 

We've no word on when further Google content will be made available in Mexico, or any other regions where it's currently unavailable. We assume there are teams at work all over the globe figuring out the licensing and regulations in order to deliver all of Google Play's content to anyone who wants it.

T-Mobile kills off contracts, simplifies plans

T-Mobile is significantly changing the way it sells mobile phone services, eschewing long-term contracts entirely and offering only month-to-month plans. It could be a better deal for some, but it's not quite the "reinvention" the company calls it.

At its "Un-Carrier" event Tuesday, T-Mobile CEO John Legere disparaged the state of the mobile industry as, among other things, "smartphone hell," and pointed out that waiting out a two-year contract in order to qualify for a subsidized, new phone was unthinkable for gadget lovers.

And the contracts themselves, he said, are confusing and misleading ? and he didn't mince words. "This is the biggest crock of s*** I've ever heard in my life," he told the crowd. "Do you have any idea how much you're paying?"

With that, he shared T-Mobile's new pricing structure, which is less a new idea than a new focus. All plans are monthly, with no obligation at all, following the lead of such growing pre-paid services as TracFone and Virgin Mobile.

At a starting rate of $50 for unlimited calls, text and data (with tiered limits on high-speed service), the plans undercut Verizon and AT&T significantly.

The catch is that the cost of your phone won't be subsidized or covered entirely by the carrier, as larger companies tend to do with new, high-end phones like the iPhone and Galaxy S4. T-Mobile asks customers to choose between two options: Pay the cost of the phone upfront, or put some money down toward it, and then pay $15-20 a month until you've paid the whole thing off.

As Legere points out, the other companies do this too by simply increasing the amount you pay monthly ? but they don't let you choose the terms, and your bill doesn't go back down once you've paid the full cost of the device.

Does this mark the beginning of a global change in carrier strategies? Probably not, said analyst Jeff Kagan in a note:

I would say there would be absolutely no way the larger and stronger competitors will make such a dramatic shift. There is no reason. Now if T-Mobile pulls a rabbit out of the hat and starts to win incredibly strong business and takes significant share away from one or more leaders, then all bets are obviously off, but I really don?t think that will happen.

It's a gamble, but pre-paid services are on the rise: Consumers are becoming fed up with expensive contracts, and high-end phones are available on smaller carriers now instead of just the major ones.

As for whether the new T-Mobile plans are a better choice than the competition for you or your family, that's a more complicated question, depending on how much data is consumed, how many devices per person, how many people, and so on. One person buying an iPhone 5 on T-Mobile and opting for 2GB of data will pay less over two years, but The Verge's calculations show that when unlimited data and family plans enter the equation, the contest is much closer.

The new simplified plans can be checked out at T-Mobile's website, and questions might be answered by the company's FAQ.

You're right, and you're not the first person to ask this question. Windows Phone doesn't have quite the following that iOS and Android have, so we don't write about it much, but we want to give it a fair shake. So, I got a review unit of the Lumia 920 from Nokia and tried it out for a few weeks.

Windows Phone is very different than Android and iOS. Their users don't like to admit it, but Android and iOS are quite similar to each other. They've both taken ideas from each other to improve their OS and have grown more together than they have apart. Windows Phone, on the other hand, is something completely new, which means it takes a bit more getting used to. Here's how Windows Phone differs from its competitors.

The Home Screen

Is Windows Phone Ready to Replace My iPhone or Android?You're probably familiar with Windows Phone's now-iconic home screen: Instead of multiple screens arranged with rows of icons, it has one home screen called the "Start" screen, with two columns of big tiles that launch apps. You can move these tiles around, resize them, and arrange them in many different ways on the grid. Each tile shows you information (like how many unread SMS messages you have, or your next calendar appointment) so you can always stay up-to-date without having to open an app completely. It doesn't have widgets, but these live tiles are kind of like a halfway point between boring ol' badges and interactive widgets.

This layout is very different than iOS and Android, but it doesn't take as much getting used to as you'd think. The tiles are really nice, but can sometimes feel a little too big since you end up having to scroll a lot more. Resizing icons to their smaller versions fixes this somewhat, but of course, the smaller your icons, the less information you can show on each one. That means you have to be strategic: You can shrink down SMS and email since they'll just show you how many unread messages you have, but you might want to keep your weather and calendar icons bigger so they can show you more detailed information.

Also, you don't have to put all your apps on your home screen. Like Android, you'll want to put your most used apps on the main screen and hide the rest away in the app drawer that you can access by swiping to the left. In the end, your home screen is what you make it. It may take a bit more work to set up than iOS or Android, but once you've organized your tiles correctly you'll love it.

Look and Feel

Microsoft did a good job in requiring apps to adhere to specific design standards, which means you don't need to re-learn how to navigate every app (like on Android). The interface is actually quite beautiful, at first glance: it's very fast and smooth, with everything organized into "pages" that you can swipe between (like the views on your calendar, or categories in Evernote).

This view isn't for everyone, though. At first, I thought it was gorgeous, but the more I use the phone, the more I feel like all this giant text just wastes space. Take the above image, for example. In Android's Evernote app, I can quickly access my toolbar and go straight to Notes, Notebooks, or Tags. On Windows Phone's Evernote app, the font is so big on the page titles along the top that I can't access Tags as quickly?I have to swipe over multiple times until I get to it. This becomes a bigger problem the more pages you have, and can get annoying. All the big fonts seem like they're wasting horizontal and vertical space. While it may be easier to read the text itself, it means you won't be able to see as many messages in your inbox and you'll have to scroll a lot more.

Notifications

Both iOS and Android have fantastic notification systems, letting you view all your recent notifications from a drawer at the top of your screen. Windows Phone doesn't have this. When you first receive a notification, you'll get a little banner at the top of your screen. Tapping on it will take you to the app in question, but if it disappears before you can tap on it?or if you check your phone later?you won't be able to access those notifications anywhere. You'll be able to see the number of unread messages in all your apps from the live tiles on your home screen, but there isn't one central place where you can get a "roundup" of all your recent notifications, which feels really frustrating after you've gotten used to iOS or Android.

Multitasking

Is Windows Phone Ready to Replace My iPhone or Android?Android and iOS could learn a thing or two from Windows Phone's multitasking abilities. To see your open apps, you just press and hold the back button to view a bunch of thumbnails in a row (kind of like Android's new multitasking system). Tapping on one of those thumbnails resumes the app almost instantaneously. The whole process is extremely smooth.

Windows Phone's killer multitasking feature, though, is its control over what runs in the background. If you head to Settings > Applications > Background Tasks, you can tap on a specific third-party app and see what it uses background processes for (usually things like checking for new messages and updating live tiles). If you don't want it working in the background?say, if it's draining battery?you can block it from running those tasks right from this settings screen. This is not only a great feature, but it's incredibly easy to use and understand, which is a breath of fresh air in the smartphone world.

Bundled Apps

Windows Phone comes with all the usual apps: Email, Calendar, Contacts, Navigation, Internet Explorer, and others. Here's what you'll find in some of the big ones:

After linking your accounts in the Settings app, you can send and receive emails, put them into folders, and flag them. It doesn't have a great conversation view, and viewing other folders takes quite a few taps. It actually feels a little like an older desktop client, and even using Microsoft's awesome Outlook.com service feels like you're using IMAP on a very basic client (which sucks if you're a Gmail user?no archiving here). You can merge all your inboxes into one, if you so choose, which is nice.

Calendar: The Calendar app is nothing special. It shows you all of your upcoming appointments in a day view, an agenda view, and has a small to-do list as well. Its month view is awful, showing you your events with very tiny text, without calendar color associated with them, so you can't see anything remotely useful at a glance. It also doesn't sync with Google Calendar, which is a big blow to Google users.

People: Your address book is exactly what you'd expect until you sync your phone with social networking accounts like Facebook and Twitter. Then, it'll keep your contacts in sync, show you recent statuses, and become almost like a small all-in-one social network. It's cool, though can get in the way a bit if all you want to do is find someone's phone number.

Maps & Navigation: Microsoft's maps app, which uses Bing Maps as its backend, is strangely called Nokia HERE. HERE can not only show you locations on a map, but provide reviews from TripAdvisor, show you what else is nearby, and (of course) give you turn-by-turn directions. Navigation works well, except for the very annoying beeping it makes when you go over the speed limit (which thankfully, you can remove in the settings). HERE's best feature, though, is offline maps. Before you start it up, it'll ask you to download maps for your area, which seems annoying, but allows you to get directions even when you don't have a signal, which helped me on more than one occasion. It's a slightly different approach than Android's offline maps feature, but it's not really better or worse.

Is Windows Phone Ready to Replace My iPhone or Android?Internet Explorer: Internet Explorer puts an emphasis on the site you're viewing rather than buttons and other browser features. This is nice, until you want to do something besides refresh the page or go back (you can't go forward, by the way), because everything is in its menu "drawer." From the menu, you can add sites to your favorites list, view your recent history, and open multiple sites at once in "tabs." You can also pin pages to your start screen and find text on a page, though, which is nice.

If you dig into IE's settings, you'll find some really nice stuff though. It can grab desktop sites instead of mobile sites, assign different actions to your address bar button, use Google or Bing as your search engine, block cookies, and even open links in a new tab. IE has more settings than I expected to see from a default browser, which is a welcome surprise.

Third-Party Apps

Is Windows Phone Ready to Replace My iPhone or Android?So, what do you do when your built-in apps are lackluster? You go to the app store! Unfortunately, you've probably heard about how small a selection Windows Phone has, and it's true. It severely lacks the app selection of iOS or Android. You may find an alternative calendar app or two in the Windows Store, but there aren't any awesome standouts like there are on iOS (or even Android). Most are mediocre, or are missing a lot of features compared to their iOS and Android counterparts. Unlike the other platforms, you don't always have a "good" app for any given category.

Furthermore, many of our favorite apps?like Wunderlist or Dropbox?are completely missing. Some have third-party alternatives (like Boxfiles for Dropbox), and sometimes they're even good, but it just means that many of you may find yourselves without some of your favorite apps. Many of the big companies we've come to use just haven't made apps for Windows Phone yet (like Google, who has no plans to do so right now), which means if you're even remotely tied into a certain ecosystem (like Google), you're going to have a bad time.

Of course, Windows Phone does get some of the little stuff right: you can download trials of paid apps in the Windows store before you buy, which is much appreciated. You can also uninstall many of the preinstalled apps on your phone, which means if you don't want ESPN or AT&T Navigator, you can get rid of them just like you would any other app (get on this, Android).

Where Windows Phone Works

When I first started using Windows Phone, I thought I'd have more positive things to say about it. It feels really nice when you first start using it, and for the most part, it's easy to use in a way that Android and even iOS can't match. But once I really tried to set myself up on Windows Phone, I realized how many of my go-to apps weren't available, and how frustratingly basic Windows' built-in offerings were. It gets a lot of the little stuff right?like app trials, uninstalling crapware, and speed?but it's failed to provide a lot of the important features available on other platforms.

Is Windows Phone Ready to Replace My iPhone or Android?That said, I could still see myself recommending this phone to some people. Much like my experiment with Internet Explorer, many of my gripes tend to be a tad more on the "advanced user" side of things. In my eyes, this Windows Phone is less of a smartphone and more of a dumbphone that can surf the web, send emails, and navigate you around town, without all the apps and other stuff you've come to expect. For some people, that's fine?in fact, it's exactly what they need. I'd recommend this to my less tech-obsessed friends that aren't locked into certain apps, or just want a phone that works. If you want something simple and distraction-free, Windows Phone has potential, but if you like Android and iOS, it's going to be difficult to switch. Not impossible by any means, but difficult.

Wall Street soars on upbeat economic news

Stocks closed near their best levels Tuesday, with the Dow posting a new closing high and S&P 500 finishing less than 2 points from its closing high, lifted by a handful of encouraging economic reports that pointed to an improving economy and as investors seemed to temporarily overlook worries in the euro zone.

The Dow Jones Industrial Average soared more than 100 points, led by Boeing and American Express, wiping out all of the previous session's losses.

The S&P 500 and the Nasdaq also finished near session highs. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, slumped below 13.

All key S&P sectors were ended in positive territory, led by health care and energy.

"From a fundamental perspective, while the dominant domestic theme has heretofore been better-than-expected economic data boosting investor confidence in the earnings outlook, despite sluggish first-quarter guidance and fears of fiscal drag, many are now beginning to lock in gains realizing that the flipside of stronger growth is that QE tapering is potentially drawing closer, Chairman Bernanke's assurances to the contrary notwithstanding," wrote Alec Young, global equity strategist at S&P Capital IQ. "After all, markets are forward looking."

In Europe, Fitch put Cyprus on rating watch negative, saying the shock from the country's banking system could damage the domestic economy and thus public finances. But Wall Street was unfazed by the announcement.

Banks in Cyprus will be closed until Thursday, and will then be subject to capital controls to prevent a run on deposits. Cyprus's Finance Minister Michael Sarris told BBC radio big depositors in Cypriot banks could lose about 40 percent of their deposits but an exact figure had yet to be decided. Banks are due to reopen on Thursday and will be subject to capital controls to prevent a run on deposits.

Still, investors seemed less fazed over Cyprus. European shares ended higher, snapping their thee-day losing streak.

"We're more optimistic about Cyprus than we were a couple days ago, but it's going to continue to be unpredictable and if nothing else, even if it does get resolved, it's a reminder of just how fragile the situation in Europe is," said Matthew Kaufler, portfolio manager of the Federated Clover Fund of the day's economic data.

Goldman Sachs rose after the financial giant and Berkshire Hathaway amended the warrants Berkshire holds as part of the lifeline it gave Goldman during the financial crisis.

Meanwhile the Federal Reserve ordered Citigroup to improve its anti-money laundering controls, after several units of the bank were subject to similar orders in 2012.

Netflix rallied to lead the S&P 500 gainers after Pacific Crest raised its price target on the movie-streaming company to $225 from $160.

Apple fluctuated after Piper Jaffray's Gene Munster called consensus estimates for the tech giant's March and June quarters too high, but said new product launches mean investors will look to the second half of the year for opportunity. In addition, Munster said he believes Apple will increase its dividend to around $14 a share from the current $10.60.

Boeing said the first round test of its new battery system for its 787 Dreamliner went according to plan, putting the jet one step closer to returning to service.

Children's Place slumped after the kids' apparel retailer issued a downbeat earnings outlook for the current quarter and fiscal year.

On the economic front, the S&P/Case Shiller home price 20-city index soared 8.1 percent compared to a year ago, kicking off the year with the biggest year-over-year increase since 2006. But new home sales declined 4.6 percent in February to a seasonally adjusted annual rate of 411,000 units, according to the Commerce Department, missing estimates. Homebuilders were in the red, led by Beazer and DR Horton.

Consumer confidence index dropped in March, according to the Conference Board as Americans turned more pessimistic about economic prospects in the short term.

But durable goods orders climbed in February as demand for transportation equipment rebounded, according to the Commerce Department, topping expectations.

"It's been a mixed bag and a continuation of what we've seen all along," said Kaufler. "The key takeaway is that the economy is on the mend, but in a very slow way?it's a slow grind."

Treasurys eased their gains after the government auctioned $35 billion in 2-year notes at a high yield of 0.255 percent. The bid-to-cover ratio, an indicator of demand, was 3.27.

Nuclear life of actin uncovered: Protein with key job in muscle function moonlights in nucleus to help regulate genes

Mar. 24, 2013 ? A key building block of life, actin is one of the most abundant and highly conserved proteins in eukaryotic cells.

First discovered in muscle cells more than 70 years ago, actin has a well-established identity as a cytoplasmic protein that works by linking itself in chains to form filaments. Fibers formed by these actin polymers are crucial to muscle contraction.

So it came as a surprise when scientists discovered actin in the nucleus. Labs have been working for the past few decades to figure out exactly what it's doing there.

A new study published this week in Nature Structural & Molecular Biology reveals that actin has a new and fundamental nuclear function, and that surprisingly, it accomplishes this task in its single-molecule (monomeric) form -- not through polymerization.

Senior author of the study Xuetong "Snow" Shen, Ph.D., associate professor in The University of Texas MD Anderson Cancer Center Department of Molecular Carcinogenesis, has been fascinated by the mystery of nuclear actin. In collaboration with researchers from Colorado State University, his lab developed a unique model system to nail down actin's function in the nucleus by studying the actin-containing INO80 chromatin remodeling complex.

In 2000, as a postdoc at NIH in Carl Wu's lab, Shen identified actin as a component of the INO80 complex, adding to the growing list of evidence that actin indeed has a life in the nucleus. However, how actin actually works in the nucleus remains fuzzy due to lack of clear experimental systems.

"Our model system opened up a new opportunity to look in depth at the function of nuclear actin as it relates to gene regulation, genome stability, and ultimately cancer," Snow said.

A nuclear role for monomeric actin

Because yeast have only a single actin gene, the authors reasoned that studying INO80 in yeast cells would allow a direct assessment of the protein's nuclear function. In contrast, mammals have at least six forms of actin coded by separate genes, making their study more difficult.

The researchers used both genetic and biochemical methods to dissect actin's role in the INO80 complex. The INO80 complex normally functions in the nucleus to rearrange chromatin ?- the intertwined proteins and DNA that are packaged into chromosomes -- regulating the expression of many different genes.

The authors found that a mutant form of actin impairs the ability of INO80 to function correctly, implicating actin in the process of chromatin remodeling -- an exploding field of research with applications in cancer diagnosis and treatment.

In the cytoplasm, actin functions primarily as a polymer. Cytoplasmic actin is a component of the cytoskeleton and the muscle contractile machinery, and is essential for cell mobility, including cancer metastasis. Actin inside the INO80 complex is arranged in a clever way such that it cannot polymerize; instead, actin's monomeric form appears to interact with chromatin.

"Our study challenges the dogma that actin functions through polymerization, revealing a novel and likely a fundamental mechanism for monomeric nuclear actin," Shen said.

New findings for an ancient complex

Because actin and several of the other INO80 components are so highly conserved, even in human cells, this mechanism likely represents an ancient, fundamental role of actin, which has been preserved through evolution.

Shen's group is now teasing out the exact mechanism by which nuclear actin interacts with chromatin. They also hope to extend the results to human cells and to identify potential ways by which nuclear actin could be involved in cancer.

Chromatin is critical for maintaining the delicate balance between gene activation and repression, Shen said. "Disrupting this regulation can lead to cancer, and it remains to be seen whether nuclear actin has a role in this process."

Lead authors of the study are Prabodh Kapoor, Ph.D., and Mingming Chen, Ph.D., postdoctoral fellows in Shen's lab. Co-authors are Duane David Winkler, Ph.D., and Karolin Luger, Ph.D., of the Department of Biochemistry and Molecular Biology at Colorado State University. Shen, senior author, also is a member of the Center for Cancer Epigenetics at MD Anderson.

The research was funded by grants from the National Cancer Institute (K22CA100017) and the National Institute of General Medical Sciences (RO1GM093104), both of the National Institutes of Health, the Center for Cancer Epigenetics, the Theodore N. Law Endowment for Scientific Achievement at MD Anderson and by MD Anderson's Odyssey postdoctoral program to Kapoor.

Foxconn posts record profits namely due to Apple's expanding product lines

Foxconn, also known as Hon Hai, has posted record profits for its fourth quarter which amounted to NT$37 billion ($1.2 billion), a 5.6% increase, which surpassed analyst estimates of NT$35.9 billion. A majority of that increase can be contributed to Apple's expanding product lines and the cost involved in manufacturing, particularly when it comes to the iPhone 5.

Last quarter Apple released several new products including the iPhone 5, iPod touch 5th generation, and iPad mini. All have come with their own production and manufacturing challenges. The iPhone 5 specifically has not only had scuffing and scratching issues but has much higher costs associated with production. According to Bloomberg, Foxconn has solved most of the bottlenecks and production issues, which gives them a little more negotiating room with Apple.

?As they scaled up production of the iPhone and solved production bottlenecks, Hon Hai?s profit margins improved and they may have had some room to push Apple for better pricing,? said Vincent Chen, who rates the stock buy at Yuanta Financial Holding Co. in Taipei.

The iPhone 5 and iPod touch 5th generation both contain a fused front panel assembly that was probably one bottleneck when it comes to production. Not only are these panels expensive themselves, they require a much more fine tuned production process which heightens the cost involved in producing them. Black (or slate in Apple's case), it also a harder color to anodize and the attention to detail and quality control was heightened by Apple after many users complained of the coating nicking and chipping away easier than it should.

Assembly issues, particularly with the iPhone 5 is most likely another reason that Foxconn is fetching a higher price tag from Apple to assemble them. For those that have pulled apart an iPhone 5 or an iPad mini, you'll notice that given its thin design, cables and components are enclosed in a much tighter space and leave much less room for error when it comes to quality control.

Hon Hai?s own gross margin, which measures the ratio of sales less cost of goods sold, climbed to a three-year high of 9.58 percent in the fourth quarter, from 8.89 percent a year earlier and 9.54 percent in the prior period.

That implies it is getting more from customers such as Apple to manufacture devices, continuing a trend of rising margins that began last year and which reversed almost a decade of thinning profit ratios.

More intricately put together products such as the iPhone 5, iPod touch 5th generation, retina MacBook Pro, and others most likely contribute greatly to the cost of manufacturing, explaining the increase on Foxconn's end. It will be interesting to see where profits go once demand is met within the current product cycle and new products start rolling out the door from Apple. Will they face the same manufacturing woes and will Foxconn be able to continuously obtain a premium to overcome them?
